Finally the Government has found the agreement for the new 2022 electric car incentives: for the current year, 700 million euros have been allocated.
The wait was long, but finally the Government has found the agreement for the new 2022 incentives. For the current year, 700 million euros have been allocated to support the Italian automotive sector and from 2023 until 2030, one billion euros will be made available every year.
Not all these funds will be used to finance the incentives: for the 2022, 2023 and 2024 vintages, the Government will allocate 650 million euros per year to the purchase of cars. How will they be distributed? What will the structure of the contributions look like?
The new incentives
The Government has decided to adopt a structure very similar to that of the 2021 incentives. This means that a criterion based on pollutant emissions will be used again. Electric cars will benefit most from the new contributions. But let’s go in order.
Cars with emissions between 0 and 20 g/km of CO2, i.e. electric cars, will receive 5,000 euros in case of scrapping and 3,000 euros without scrapping. For cars that fall within the 21-60 g/km CO2 range (Plug-in hybrids), the contribution will reach 4,000 euros with scrapping and 2,000 euros without.
For vehicles with emissions of 61-135 g/km of CO2, there is an incentive of 2,000 euros but only in case of scrapping. Be careful, however, that there are precise maximum price constraints of the cars to be respected in order to access the incentive.
- Cars 0-20 g/km of CO2 (car price up to 35 thousand euros + VAT): 3 thousand euros without scrapping – 5 thousand euros with scrapping (fund of 220 million euros in 2022)
- Car 21-60 g/km of CO2 (car price up to 45 thousand euros + VAT): 2 thousand euros without scrapping – 4 thousand euros with scrapping (fund of 225 million euros in 2022)
- Car 61-135 g/km of CO2 (car price up to 35 thousand euros + VAT): 2 thousand euros with scrapping (fund of 170 million euros in 2022)
As for the cars to be scrapped, they must be of a class lower than Euro 5 and owned by those who want to take advantage of the incentives for at least 12 months: you can not buy an old scrap at the last minute to take advantage of the benefits. The incentives apply only to individuals, but the Government has decided to reserve a small part of these funds for car sharing companies that intend to buy electric, plug-in and hybrid models.
Accounts in hand, however, of the 650 million available in 2022, only 615 have been used. What about the others?
Incentives also for motorcycles
Incentives for electric motorcycles and motorcycles have already been exhausted. For this reason, the Government has decided to refinance them with 15 million euros for the years 2022, 2023 and 2024. We are talking about vehicles that fall into the categories L1e, L2e, L3e, L4e, L5e, L6e and L7. The incentive scheme always remains the same and that is the 30% discount up to 3,000 euros without scrapping or the 40% discount up to 4,000 euros in case of scrapping.
In addition, for electric commercial vehicles of categories N1 and N2, the Government has made available 10 million euros in 2022, 15 million in 2023 and 20 million in 2024.
- 4 thousand euros for N1 vehicles up to 1.5 tons
- 6 thousand euros for N1 vehicles over 1.5 tons and up to 3.49 tons
- 12 thousand euros for N2 vehicles from 3.5 tons up to 7 tons
- 14 thousand euros for N2 vehicles over 7 tons and up to 12 tons
Finally, there is also a contribution for mopeds and thermal motorcycles (categories L1e, L2e, L3e, L4e, L5e, L6e, L7). For these vehicles we are talking about an incentive of 40% up to 2,500 euros with scrapping and with a dealer discount of 5%. For this category, €10 million has been allocated for 2022. In 2023 there will be 5 million euros and so in 2024.
